As we discussed, and agreed to implement for this year on a trial basis, this is where waiver posts should be made. Here are our waiver rules:
We will institute, on a 1 year trial basis, a weekly waiver system that will coincide with FA bidding. At any point during the season, teams will be able to place a player on the waiver wire from Monday-Wednesday, just like FA posting. During that week, any interested teams can place a claim on that player by notifying MLBPA account via PM. When we post bids each week, we will also post waiver results and update the waiver priority* list. If a player receives multiple claims, the team with the highest waiver priority will win the exclusive rights to negotiate with the player’s owner for a period of 72 hours.
If at the end of the 72 hr period, no trade agreement is reached, the player’s owner may withdraw him from waivers or simply allow the claiming team to assume his remaining contractual burden. If no indication is made, the player will remain on the waiving team. If you want to let the player walk without compensation, you MUST indicate that in the waived player’s thread within the 72 hour period. By making a claim, you are putting yourself at risk of having to take on the player and his contract, should the waiving owner feel it is in his best interest to simply rid himself of the financial obligation.
Waivers will begin during the first FA period of the regular season and end right before the playoffs like regular FA. Any waiver trades consummated after the trade deadline can only include the waived player and draft picks/minor leaguers (players must have 0 ML PA and 0 ML IP). This is not simply an extension of the trade deadline; however, waiver trades consummated prior to our deadline may include other major leaguers, minor leaguers and picks.
Additionally, a team may only place a player on waivers twice per season, and a player may only be claimed during a week that he is posted. If a waived player changes teams, his new team may place him on waivers up to two times as well. Also, once a player has been placed on waivers, the waiving team must not trade or release that player (except to the team with the winning claim) until the conclusion of the 72 hr negotiating period (if claimed) or once it is announced that no claims have been made on the player at the end of the week.
We will re-evaluate this system next offseason and collectively determine whether or not it is a worthy addition to our league as we move forward.
