If a GM is found to violate these rules, the Commissioners can unilaterally (just like Roger Goodell) hand out punishment for transgressions.
A non-exclusive list of possible violations include: - failure to stay within salary cap limits or roster limits - failure to properly update your roster (after repeated warnings) - failure to post your franchise tag, Restricted tags, and Unrestricted FA - trading a player or draft pick to two separate teams (this is symptomatic of not maintaining your roster properly)
Again that list is non-exclusive.
The punishment levied by the league will generally be as follows.
First violation - 3rd round draft pick Second violation - 2nd round draft pick Third violation 1st round draft pick
These punishments are merely guidelines. There are always extenuating circumstances exist that could lead to lesser punishments or greater punishments. Particularly there may be times when a team does not have the requisite draft pick, in such a case the Commissioners will attempt to design a comparable punishment. Which might be confiscating a tag or limiting the salary cap for a number of years.
Violations accrue over a 12 month span. If you have no violations for one year you will essentially start over.
