Each season a GM may designate players as "Restricted", making those players Restricted Free Agents ("RFAs"). Each team has a set number of tags that differ depending on their salary cap tier. These players must be publicly announced and displayed in the designated area "Restricted FA's" as Restricted by the first week of the new year. The exact date will be posted by the Commissioners during the Winter Meetings.
Please note that FAILURE to publicly declare said players as "Restricted" shall forfeit the right of that GM to restrict that player(s) for that season.If a GM fails to comply with this requirement they will be sanctioned according to these rules.
Each offseason, the league office will designate a period devoted only to RFA bidding. Only one league's RFAs will be up for bid at a time, and the order will alternate from year to year.
Bids are to be PMed to the MLBPA account.
**NOTE - In the event no bids are received on a RFA, that player will be available to his team at $400k for the following season.
RFA tag allows a GM to match the highest legal bid submitted for that player.
RESTRICTED PLAYER BIDDING CRITERIA - Restricting a player provides a semi protective measure to help a GM retain that player, while not assuring that GM will retain said player. In order to provide some, but not absolute, assistance in that retention, the following guidelines are placed on Restricted FA bidding:
All bidding is normal contracts. No prospect protection is possible through RFA.
The Average Annual Salary ("AAS") that a GM bids will require a certain minimum number of years that offer must cover to be a valid bid. The HIGHER the AAS, the LONGER the MINIMUM contract term you MUST offer in order to make a valid bid. The MINIMUM contract term is based solely on the offer's AAS, and is determined as follows:
RFA Contract Restrictions:
If you’re offering an AAS < or = $3M, there are no length restrictions except that it cannot exceed 6 years.
If you’re offering an AAS of $3.001M to $6M, the contract must be AT LEAST 2 years.
If you’re offering an AAS of $6.001M to $9M, the contract must be AT LEAST 3 years.
If you’re offering an AAS of $9.001M to $12M, the contract must be AT LEAST 4 years.
If you’re offering an AAS of $12.001M to $15M, the contract must be at least 5 years.
If you’re offering an AAS of $15.001M or greater, the contract must be the league maximum 6 years.
****These are only the MINIMUM contract lengths. A bid with an AAS of $5M and a length of 5 years is completely legal. A bid with an AAS of $5M and a length of 1 year is ILLEGAL. The bidder can always make a contract term LONGER than the minimum number of years since the AAS only determines the MINIMUM term, but as with all bidding, the MAXIMUM contract length is 6 years.
Any bid not meeting the correct minimum term offered will be voided.
As in all FA bidding, the bidder must clearly state the 1.) contract term (number of years), 2.) total contract amount, 3.) AAS. For RFA Bidding ONLY, the GM does not need to specify the breakdown of the contract. The breakdown will be provided in the event the tagging GM decides to now match.
Since the bidding is for a RFA, the GM who held the restricted player has the opportunity to match the winning bid, and may restructure that bid for a total contract amount no less and a term no shorter than that of the "winning" bid. If the restricting GM chooses not to match the offer, then the winning bidder is obligated to sign the player to the exact terms of the winning bid - there is NO option to remove or renege on any bid placed.
Compensation
Player’s lost in RFA bidding will result in a compensatory pick awarded to the GM choosing NOT to match the winning bid in the next off-season minor league draft to occur. The compensation picks will only be ‘sandwich’ picks (no picks will be taken from the team that wins the player) for the sake of easier implementation. The compensation for lost players will be based on our current RFA bidding restrictions:
AAS > $3M but less than $6M - after 5th round comp pick
AAS > $6M but less than $9M - after 4th round comp pick
AAS > $9M but less than $12M - after 3rd round comp pick
AAS > $12M but less than $15M - after 2nd round comp pick
AAS > $15M - after 1st round comp pick
