I don't think we've ever made an official post about this, and I know that we haven't since we changed to Fantrax Treasurer, so this is long overdue. Our league dues have always been $10/team/year. In the beginning, we paid CBS something around $120/yr for their annual league subscription. I was, and remain a pushover, and so in the first several years, we didn't get the full $300/year paid in. I believe we were winner-take-all back then, and, since I had a much better team then than I do now, I won a few times early on and wasn't bothered by not receiving the full winnings. At some point, we switched to Fantrax, which cost $60/year, if I recall. It was at that point, or shortly after that we discussed, and ultimately implemented payouts for the World Series and LCS runners-up. The payout had been: $150 to winner, $50 to WS runner up, $20 each to LCS runners-up with the remaining $60 going to Fantrax. Shortly after we made the switch, I paid for a lifetime subscription to Fantrax, which I think was $180. I recouped my money as if I were Fantrax in the ensuing years, though I believe I still have $60 remaining in the league's slush fund. After I was made whole-ish, we simply increased the payouts as follows: $180 to WS winner, $60 to runner up, $30 to each LCS runner up. I don't know that this was formally debated, and if we want this to change, I have no objection.
Two additional items of note: 1) I have offered and tried (I say tried, because I've struggled mightily in dealing with Fantrax treasurer over the years, and I'm truly unsure if I've actually done it) to cover the league dues for Tyler and Scott these past few years as a nominal token of my gratitude for their Herculean efforts to keep the trains running on time. They've also got open invitations to barhop the Tampa Bay area on my tab if they ever decide to make the trip. 2) A few years back, the Dodgers were an absolute train wreck, and, as an incentive to taking over the team, I personally paid the new owner's league dues. He proceeded to go on an epic spending spree, abandoned his team mid-season, then, this GM-less team improbably went on to represent the NL in the World Series. Since I covered his dues, and he left, 'his' winnings were retained in the league's coffers. The lifetime subscription to Fantrax, and the Dodgers' ownerless WS run, coupled with my occasionally covering people's dues over the years have left us with a bit of a surplus. We've kicked around the idea of a traveling trophy in the past, which I think would be pretty neat, but I'm more than happy to discuss a) what to do with our excess funds and b) any proposed changes to our annual payout. Also, if there's a way to delegate treasurer responsibilities to someone who is more adept at dealing with Fantrax Treasurer, I'd be ecstatic to have that off my hands. Anyway, for future reference, until some amendment is made, our official payout schedule is as follows:

Fantrax lifetime subscription = $0 admin fees
World Series Winner - $180
World Series Loser - $60
LCS Losers- $30/each
